During the SMTP session with external MTA, have SG check size with eventual destination MTA

Inbound - but while in (inbound) SMTP session (and during user-verification to destination MTA). Currently, SG checks destination MTA for To: address validity accepts a mail and then forwards onto destination MTA. If there is a size-issue at the destination MTA, it is rejected and the NDR is generated. Instead have the option for SG to check size with Destination MTA during the To-Address check.
