I grab this request for further informations and clearify it with my words:

I guess this user needs -as we do- a possibity to mark an email with specific informations that are visible for all users - independent of what client they user (WC or an external client like TB, Outlook, etc.).The reason for this promotion is to have the possibility to "tell" other users, that this email is under inverstigation, in progress, in clarification, etc.
An other possibility is to change/add the subject of the mail.
Example:
original subject: "Request for an offer"
edited subject: "Requese for an offer - in progress by Jack Miller"It will very useful for group mailboxes like service, Order Processing, etc.
